The Americans with Disabilities Act The Americans with Disabilities Act was signed into law by President George H.W. Bush on July 26th, 1990 which mandated that all new buildings (as well as existing buildings, with few actual exceptions) be accessible by the disabled. Few laws have had such a sweeping effect on the commercial building industry. The entire Federal ADA Standards for Accessible Design is available online, California, as in many regulatory fields, has established its own, as always, generally more restrictive code under Title 24. The manual with those guidelines is also available online. Both sets of guidelines are lengthy, complicated, and convoluted and can present a significant compliance challenge to any non-residential project.
